PU new VC makes ‘drastic changes’ in management

LAHORE: As predicted by The Educationist in the last month report of this reporter, Punjab University new Vice Chancellor Dr. Zaffar Mueen Nasar has taken some key changes in the administrative posts ousting blue-eyed officers of the previous administration.

Four notifications have been issued in this regards to make replacements on the administrative seats. The decision was taken Tuesday evening and office orders were sent to the houses of these officers, who were working on important seats for the last many years during the regime of Dr. Mujahid Kamran.

Dr. Liquat Ali, who was working on the seat of Registrar, the backbone of any university, has been removed from the post with immediate effect. The university has to pay him one-month salary (more than Rs 0.15 million) because he was not given any prior notice to vacate the seat, as per the contract rules.

Professor of Zoology and former registrar of Punjab University Prof. Dr. Muhammad Naeem Khan has been appointed as the Registrar once again. Dr. Naeem Khan joined Punjab University as Professor of Zoology in 2005, after working with the Government of Punjab for 16 years.  He also worked as Director Fisheries Punjab from 1996 to 2003 and Professor & Dean, Faculty of Fisheries & Wildlife in the University of Veterinary & Animal Sciences (UVAS), Lahore, during 2003-2004.

Dr. Naeem earlier served as Registrar twice, March 2005 to June 2007 during the regime of vice chancellor Lt-Gen. (r) Arshad Mahmood, and during Prof Dr Mujahid Kamran’s regime he served as Registrar January 2008 September 2010.

Ghulam Jilani appointed Additional Registrar II

Malik Zaheer Ahmed Resident Officer II, who was additionally working on the seat of Additional Registrar II, has been de-seated from his additional charge and in his place Mr. Ghulam Jilani, Deputy Controller (Conduct), Department of Examinations, has been appointed with immediate effect. He has been appointed for a period of six months or till the appointment of regular incumbent whichever is earlier, according to a notification no. 2905-17/est.II dated January 31, 2017.

removed from the seat of RO and in his place Prof. Dr Abdullah Khan Durani, Institute of Chemical Engineering and Technology has been assigned the additional charge of this seat with immediate effect.

Dr. Faquir Muhammad Irfan removed from seat in Gujranwala campus

Dr. Faquir Muhammad Irfan, PU Gujranwala Campus Additional Registrar has been removed from the seat and Mr. Abdul Latif, Deputy, Deputy Treasure, is transferred and posted on this seat Gujranwala with immediate effect.

Reactions

There were no charges against all four officers working on these key posts and the new appointments are appropriately made on political basis owing to teachers politics in the Punjab University in the wake of upcoming ASA Election 2017 scheduled on February 16, Sajid Rasheed told The Educationist.

I came to know through media last night and received removal orders in the morning today; I will meet VC and ask him why I was removed if again additional charge is assigned to a teacher in contrast to the policy of VC Dr. Zafar Mueen, said Sajid Rasheed Gujar 

He said the vice chancellor has reverted his own policy, he announced just 15 days back. The VC had announced that he would not give any additional charge and that no teacher would be appointed on administrative posts. However, now he has appointed teachers on the seats of Registrar and RO-I , which is illegal as per his own policy.” Now implementation of his other policy points have also become vague and doubtful, he remarked.  The VC gives policy one day and withdraws it on the other day, it is very strange and unfortunate.

He said the university administration would have to pay the last drawn salary, more than Rs 0.15 million to ex-registrar Dr Liquat Ali, as he was not given one month notice as per the rules. This amount is a waste of national exchequer.

University administration point of view:

Punjab University Vice Chancellor Prof Dr Zafar Moeen Nasir has said that the change in various administrative posts had been made in the best interest of the university. He was presiding over a meeting of deans at committee room of his office here on Wednesday.

Addressing the meeting, he said that he had desired to ensure neutrality of administration and merit in every department. He said that the university administration had adopted the policy of transparency and biased attitude would not be adopted in any case.

According to an official statement, the deans also congratulated Registrar Prof. Dr. Naeem Khan on his appointment and said that he was the best choice since Mr. Khan had vast experience of this office and an impartial person. They said that the university teachers would benefit from his experience.
